Scope of Responsibility:  general management and control of Company operations, improvement of performance by Company divisions and implementation of the Company strategy.  Mr. Arystanov directs and controls Management Board members and the Managing Director/Legal Department Director, who supervises Legal Department and Human Resources, Board Chairman’s Advisers, Security, Internal Audits and Quality Control Departments, as well as Risk Management, Advertisement and Public Relations services and State Secret and Mobilization/Drafting Activity Sector.

Work Experience :

Throughout various of his life, Mr. Arystanov performed various duties and held various posts in the Republic of Kazakhstan Ministry of Economy, National State Bank, Almaty Merchant Bank and Public Joint-Stock Company Narodny Bank Kazakhstana (People’s Bank Kazakhstan).

March 2000 to February 2006, Mr. Arystanov performed the duties of the Kazpost Deputy Chairman and then Chairman.

February 2006 to April 2011 – Head of Republic of Kazakhstan Agency for Regulation of the Regional Financial Center Almaty.

April  2011 – the Kazpost Board of Directors elected Mr. Arystanov to the post of the Kazpost Management Board Chairman (Board of Directors Minutes of the Meeting № 15/11 dated 18 April 2011).

Scope of Responsibility: performs the management and control of departments dealing with financial services sales and marketing, financial services and credit card business, financial services, postal services sales and marketing, treasury, transfer-agent service and Kazpost branches ( except for Information and Logistics Center “Yug” (South), Technical Service, Payment Center, Information Systems Operation Directorate, Astana City Mail Traffic Division and Republic Dedicated Communication Service), as well as Limited Laibility Company “Joint Venture Electronpost.kz”,  Joint Venture Kazpost GMBH, and Kazpost representative offices to Germany and Russian Federation.  Besides, Mr. Primbetov is authorized to act on behalf of and represent the interests of the Company in the course of relationships with local bodies of executive power.

Mr. Primbetov held various posts in the Almaty Merchant Bank and was in charge of the Public Foundation “Children of the World about Kazakhstan”.  July 2000-July 2004 – work with Kazpost as a Deputy and then the First Deputy Chairman.

 2005-2006  - head of Closed Joint-Stock Company “Kazinvest” Kazakhstan Investment Facilitation Center” of the Republic of Kazakhstan Ministry of Industry and Trade.  August 2006 – October 2009 – Head of Eurasian Development Bank  Project Implementation Unit.  January 2008 – Present – member of the Board of Directors with the status of Independent Director  of the Joint-Stock Company “Respublika Pension Fund”.

Commenced his work with Kazpost in April 2011.  17 July 2011 – Kazpost Board of Directors assigned Mr. Primbetov to the post of the Kazpost First Deputy Management Board (Board of Directors Minutes of the Meeting № 05/11 dated 16 July 2011).

Scope of Responsibility:  performs the management and control over activities of the Kazpost Managing Director/Senior Accountant, which function, in its turn, supervises and activities of the Accounting and Tax Department, Tariff Policy and Market Analyses and the Payment Center Branch.

1999 - 2001 – work with Republic of Kazakhstan Agency for Public Service, 2001-2002  - work with the Republic of Kazakhstan  Ministry of State Revenue, 2002-2003 – Deputy Head of Nonmanufacturing Payments Administration of the Tax Committee of the Republic of Kazakhstan Ministry of Finance. 2003-2005 –Deputy Chairman of the Akmolinskaya Oblast Tax Committee. 2005-2007 –Chairman of Tax Committee of Tzelinogradsky District of the Akmolinskaya Oblast. 2007-2008 – Head of South Kazakhstan Station of Committee for Work with Bad Debtors of the Republic of Kazakhstan Ministгy of Finance.

February 2008 – September 2010 – Shymkent City Deputy Akim.

In 2010 Ms. Kopeyeva joined the Republic of Kazakhstan Ministry of Environment as the official in charge of Human Resources Management and Language Policy Administration of the Department for Human Resources and Document Circulation and then transferred to the   National Wealth Fund Samruk-Kazyna as the Senior Manager with the Economy and Planning Department. 

 12 May 2011  -  the Kazpost Board of Directors assigned Ms. Kopeyeva to the post of a Kazpost Management Board Deputy Chairperson (Board of Directors Minutes of the Meeting № 04/11 dated 11 May 2011).

Scope of Responsibility: management and control of activities of the Managing Director/Administration Support Department Director supervising  the Administration Support Department, Procurement Department, Safety and Environment Department, the Technical Center Branch and the activities of the Managing Director supervising Exterior Communications and Corporate Management Departments, Postal Technology Department and the following Kazpost branches: Information and Logistics Center “Yug” (South), Astana City Mail Traffic Division and Republic Dedicated Communication Service.

Throughout various periods of life, Mr. Zharylkaganov worked with the Republic State Enterprise Kazakhstan Temir Zholy (Kazakhstan Rail Roads),  Enterprise Reorganization and Liquidation Agency, Narodny Bank Kazakhstan and DGP Infrastrktura Kazakhstan Temir Zholy.

 2002 - 2005 – Director of Economy and Finance and then Executive Director/Department Director of Joint-Stock Company National Company Kazakhstan Temir Zholy, 2005-2008-Executive Director, First Deputy Director and Deputy Director for Economy and Finance of the Kazakhstan Temir Zholy Mains Directorate.

Mr. Zharylkaganov joined Kazpost in February 2009.  In May 2009, he was transferred from the position of the Managing Director/Senior Finance Director to the post of a Management Board Deputy Chairman (Board of Directors Minutes of the Meeting № 08/09 dated 30 May 2009).

Scope of Responsibility:  assumes personal management and control of Information Technology Development and Strategic Development and Innovation Departments, as well as the following Kazpost branches:  Information Systems Operation Directorate.

1998 - 2005 – various executive positions with the Joint-Stock Company Kaztelecom, inclusive of the posts of Information Technology Department Director, Information Technology Executive Director and Director of Moscow (Russia) Representative Office.

February 2005 - February 2010 – Deputy Chairman of the Narodny Bank Kazakhstana Management Board.

22 June 2011  - Present – Kazpost Deputy Management Board Chairman (Board of Directors Minutes of the Meeting № 05/11 dated 16 June 2011).

Throughout various periods of her life, Ms. Kashkynbayeva performed various duties in the sphere of accounting and reporting with a number of banks, namely:  Frunze District Branch of the USSR State Bank, Kazakh Republic Bank of USSR Agroprombank, Bank Kazakhstan of the Joint-Stock Commercial Agroprombank, Kazakhinvestbank, Gasyr Joint-Stock Bank and Kazakh Joint-Stock Agroprombank.

 1988-2000 – Head o Accounting and Fiscal Reporting Administration and Senior Accountant of the Pension Fund of the Republic of Kazakhstan Ministry of Labor and Social Protection. 2000 – to October 2007 – Head of Accounting and Reporting Administration, Deputy Accounting and Reporting Department Director and then Senior Accountant.

 2007 – transfer to Joint-Stock Company National Science and Technology Holding Samgau and work with the same entity until March 2008.

March 2008 – July 2009 – Deputy Chairperson of Joint-Stock Company National Company Kazsatnet.

January 2011 – transfer to Joint-Stock Alliance Bank to the position of the Head of the Banking Accounting Administration at the Accounting and Reporting Department.

May 2011 – Present – Kazpost Managing Director/Senior Accountant (Board of Directors Minutes of the Meeting dated 11.05.2011 г. № 04/11 and Kazpost Order dated 12 May 2011 № 183/л).

Work Experience:

Mr. Kabiyev commenced his professional performance in 1988 in the Petropavlovsk Cost Accounting Section of the Soyuztzelinvod Association and then transferred to the post of the Chairman of Oblast Youth Fund at the Committee for Youth Affairs of the North Kazakhstan Oblast Administration.  Afterwards, he performed the duties of the Director and Commercial Director of the Petropavlovsk Branch of the Closed Joint-Stock Company Accept.

January 1998 – January 2003 – work with the North Kazakhstan Oblast Administration for Support to Small and Middle Businesses. Head of the Kazpost North Kazakhstan Branch in 2003-2007.

February 2207 – transfer to the Republic of Kazakhstan Agency for Regulation of Regional Financial Center Almaty, to the post of the Head of General Services/Director of Administration and Finance Department.

May 2011 – assignment to the post of the Kazpost Managing Director/Administration Support Department Director (Assignment Order  № 198/л dated 19 May 2011).

Scope of Responsibility:  supervision of Exterior Communications and Corporate Management Departments.

 2000 graduate from the South Kazakhstan M.Auezov State University with the major in International Economic Relations (International Economist with knowledge of a foreign language). 2002 graduate from the Karaganda Economy Institute with the major in Jurisprudence.

Work Experience:

 Commenced his professional activity as a Lead Specialist with the Bilateral Cooperation Section of the Exterior Communications and Ceremonial Affairs Administration of the Republic of Kazakhstan Ministry of Transportation and Communications.

In 2001, Mr. Vagner joined the Kazpost Astana Branch (Astana Post Office) as the representative of the Organization and Legal Support and Control Department.

 Worked with the Kazpost corporate headquarters since 2006. In furtherance to the Assignment Order № 390/л dated 07.08.2006 was assigned to the position of a Kazpost Managing Director.
