Post Office Savings System (POSS)

Kazpost was the first CIS postal operator that designed POSS and so far remains the only postal company that successfully introduced POSS in practice.  Results from Kazpost’s POSS designing and practical implementation activity were acknowledged successful by the Regional commonwealth in the field of communications, while the model for development of the new postal system in Kazakhstan was recommended as a perspective development course of action for postal administrations of all CIS members.

As of today, the Kazakhstan post is a community of 21,000 officers, 3,200 offices and stations all over the Republic and 15 Oblast and 4 National Status branches.

At present, there happens an intensive process of transformation of Kazakhstan post into a multifunctional financial mall, where, in the near time, customers will use a whole complex of postal, financial and a number of other non-core services, as well as services of a universal logistical operator, without which particular attributive, Kazakhstan, a big country developing under the conditions of expanding information society, will not cope with all modern challenges.

General changes taking place in the postal industry, at the present period of time, created a substantial base for Kazpost’s progress into the future. In 2005, Standard & Poor's long-term credit rated Kazpost to ВВ+, “Stable”, KZАА-,which fact indicates that Kazpost is a company at its sustained development phase of history.

In January 2006, Kazpost became a part of the Samruk State Holding, the present Joint-Stock Company “National Welfare Fund Samruk-Kazyna”, Kazpost’s sole shareholder.

The Board of Directors approved the Kazpost Development Strategy until Year 2020, the document not only reviewing the philosophy of the postal development, as was customary in the past, but promoting the program for modernization and renovation of the infrastructure of the National Postal Operator.  The key goal pursued in that program of modernization and renovation is the cardinal improvement of the retail network based in postal offices and stations through their major infrastructural renovation, technical enhancement and introduction of information technology, communications and banking equipment.

The above measures imply necessity to address numerous strategic tasks.  First of all, the company needs the total mobilization of funding sources for development of the regional network at urban community, district and rural settlement levels.  The magnitude of cardinal informational, communicational and technical enhancement of said network must allow for provision of standard list of quality-assured POSS services.

Secondly, it will buy the company some space to expand the spectrum of services rendered in the newly equipped and renovated postal offices and stations, due to availability of modern information and telecommunications services, Electronic Government system, as well as loan and housing savings services.  

Eventually, the implementation of development plans will encourage improvement of POSS services, including growing frequency of postal items transportation and more prompt time for delivery of said postal items in main traffic directions, which improvement, in its turn, envisages the optimization of the regional network and main traffic routes.

 Another positive outcome of Kazpost activity is the growing interest towards company services from partners and clients. Post is the only powerful network structure with the access to, practically, the whole of the population of Kazakhstan.  Kazpost possesses the most powerful branch network and there are no structures analogous to discussed formation in the Republic.  All Oblast Kazpost branches successfully operate software that supports implementation of new projects in the sphere of collection of Beeline and K-cell cellular communication payments.

In May 2006, Kazpost acquired the license authorizing the company to perform Transfer-Agent activities in the securities markets, which novelty allowed the company to expand its Transfer-Agent services.  Kazpost is now in process of active development of its operations in the securities markets. The following two courses of action must be discussed in connection with securities markets.

The first course of action is inclusive of the Kazpost Securities project, currently applied in practice, which project is unique for the whole postal sector.  The project envisages Kazpost securities transactions in the facilities offered by the Regional Financial Center Almaty.

The second course of action is inclusive of the development of Kazpost’s Transfer-Agent network to operate in the securities markets.  In relation to it, successful was the sale of 4.6% of the Joint-Stock Company Kazakhtelecom shares by the State Holding Samruk through the Kazpost Transfer-Agent offices, which bodies constituted a connection chain between investors and the party selling the shares.  Kazpost Transfer-Agent offices admitted applications to buy shares all over Kazakhstan.

Besides, investors in the regions had opportunity to formalize all bargains in their domiciles. Implementation of that project showed existence of economic effect from Transfer-Agent operations, both in favor of investors and Kazpost itself, thus challenging the earlier existing belief that Transfer-Agent operations were not so effective types of transactions in the securities markets.

Because the first pilot run was a success, Kazpost will proceed to develop that particular project.   Kazpost plans to sell shares to population through Transfer-Agent Network (TAN) of its own, in the foreseeable future, when Kazpost will have TAN offices in all major urban and district postal offices and stations.

In the past several years, Kazakhstan post rather successfully developed the quality of the EMS international service, by means of introduction in practice of automated domestic and international dispatch tracking system covering the territory of the Republic of Kazakhstan.  The said novelty found reflection of the certification level – at the end of 2006, EMS-Kazpost was awarded with the Bronze level.

As of today, the IPS-Light international tracking system operates in all Oblast centers.  In 2006, Kazpost commenced the activity regarding improvement of the tracking system by means of introduction of the EDI format for data transmission.  That particular project was implemented in cooperation with International Post Corporation.

Kazpost expanded provision of one of its service sub-species – the Morning 10 EMS service, and introduced new service sub-specie, the Delivery Before 12 service operating in 4 directions.

In October 2006,  a joint Kazakh-Estonian venture was established in Almaty under the name of Electronpost.kz for informational logistics services, including printing and postal item envelope folding.

Negotiations took place in Budapest (Hungary) and  Konstanz (Germany) for introduction to the transportation and marshalling logistics system practiced by SiemensС and subsequent implementation of those practices during the construction of marshalling centers in Almaty and Astana.

Kazpost pays special attention to the modernization of present operational assets. For example, in 2006 the company invested Kazakh Tenge (KZT) 2.5 billion into POSS development, thus facilitating the enhancement of operational infrastructure, retail network computerization and postal equipment and vehicle park renovation.

In 2006, a significant number of projects regarding the improvement of the work quality was commissioned, within the frame of the long-term industry development strategy. First of all, it was the rural postal stations reconstruction project that many rural dwellers appreciated. With own funds and those allocated by the Government, Kazpost built 111 new postal stations in the rural areas and completed capital refurbishments of all town postal offices and stations. The interior saturation of those stations is also up to present requirements.  All offices and stations are equipped with modern furniture, electronic equipment, computer technology, mailing and cash equipment.  The company expanded the range of services that involve modern information technologies and set up an excess to one thousand new vacancies.

Another important project is the development of Kazpost’s electronic trade system, as was communicated by the Prime-Minister, Mr. K. Masimov during a State Holding Samruk top management panel.   

For the execution of above task, Kazpost commenced the activity regarding implementation of the electronic trading facility.  During organization of that system, Kazpost divided commodities and services into the following two types:  the commodities and services to be delivered to corporate clients in, as well as private and individual entrepreneurs on the basis of long-term commitments are based on the Business -  Business and Business - Customer principles; the commodities and services to be marketed  to individual consumers on the basis of short-term commitments, will be based on the Individual to Customer principle.  Such mechanism will allow to maintain the secure system of sales of commodities and services and will facilitate the procedure for the relationships between Seller-Buyer.

Because the above novelty was a task given by the top hierarchic level of the public sector administration, its effect was of social character, as well – to be able to successfully implement the electronic trading facility, Kazpost, first, had to prepare the program for total internet coverage of all rural postal offices and stations. Internet technology based trade allows our country population to buy some unique goods that they can not locate in regular malls and markets.  Such goods shall be delivered at home, thus saving our clients the time for search and expedition of purchase.

Given the above, the deployment of the electronic trade facility on technical basis of Kazpost appears most acceptable and justified.  Besides, we established 45 new public Internet access points all over the Republic and supplied all relevant hard and software to ensure the reliable Internet communication.

Moreover, Kazpost now operates 89 express mail offices and is opening up One-Stop Public Service Centers based in Kazpost facilities.

Our company pays a good deal of attention to the strengthening of our management side, personnel training, postal service modernization, development of competitive POSS system and introduction of modern informational technology schemes that contribute into the improvement of the quality of our services.

Our strategy today is the continuous expansion of spectrum of services with immediate approval of all standards pertaining to new service.  The company is now in active process of the integrated management system introduction and operation.  The latter circumstance acquires additional importance, for our Republic is presently fulfilling some preparatory activity for future admission to the World Trade Organization.

December 2007, Kazpost was awarded with the international quality certificate confirming our compliance to the ISO 9001:2000 standard. That certificate ascertains our compliance to international quality management standards.  Possession of such certificate encourages to better realize the special responsibility assumed by the company, in general, and its individual officials, in particular.

Having received that particular certificate and, thus, publicly announced  commitment to quality assurance and control, Kazpost undertook to prove, on daily basis, that quality service compliant to international standards, was a true priority recognized at all levels of management and operations, while the growing satisfaction of our clients was the goal and the final result of our work.

International Cooperation

Acquisition of the status of a solid company allowed the Kazakhstan National Postal Operator to enjoy the significant improvement in its international recognition.  Kazpost became a worthy and peer partner in the global postal community and established fruitful relationships with the world’s leading postal operating companies.

In June 2006, Kazpost held a meeting with Deutch Poste and Lufthansa in Germany, during which meeting the parties discussed the issues pertaining to international mailings and their safety and increase in the amounts of shipments.  The company entered into quality regulations and norms agreements with postal operators of Ukraine, Tajikistan and Kyrgyzstan. In September, there were negotiations regarding bilateral cooperation and interaction with China and cooperation treaties and memorandums were signed with postal administrations of Mongolia, Slovakia and Korea. The company is presently conducting active negotiations with the Finland post and Canada post administration for the exchange in experience from postal network development, as well as operation of postal, financial and agent services and information logistics.

 Kazpost takes part in verification of actual time for delivery of postal items, performed by International Bureau of the Universal Postal Union.  To be in the position to take part in said activity, Kazpost entered into appropriate mutual agreements with Ukraine, Tajikistan and Kyrgyzstan. At present, Kazpost is in process of preparation to entrance into quality assurance agreement with Russia.  Also, the company achieved the appropriate agreement with Hungary and ran control checks of the time for air delivery of written correspondence from 1 May to 30 November 2006, within the framework of the continuous control procedure performed by Universal Postal Union’s International Bureau.

Company representatives attended the session of the UPU Postal Operations Council in Bern, Switzerland, plenary meeting of POSTEUROP (UPU’s regional union, Kiev, Ukraine) and meetings of the Regional commonwealth in the field of communications.

Kazpost is CIS’ only postal operator that has representative offices in Russia and Germany.
